I've had some luck with 6pm if you really want "cheap." They sell, for example, some cap toe oxfords for $20. I've seen some shoes on there for $10 before.

The one drawback is you pay for returns even if you order via Amazon. (Since they are owned by Zappos and Zappos is owned by Amazon, you can order and/or pay through Amazon)

Hi Joe! If you want to save a LOT of money on shoes, don't wear them. You will also find that you save money on socks and shoe polish as well. Good luck with your feet!
