    Blame customers for the constant discount model. Kmart tried the logical route of getting rid of discounts and lowering prices, and people responded by staying away in droves. Once people get used to a discount structure it's nearly impossible to get them off of it; the appearance of getting a bargain because we're so smart at playing the game and beating the store trumps reality and convenience.

    same happened with JC Penney. People want to play the game.
