Down, because you don't want to be this guy:

If I wear a coat/jacket, it's because it's cold enough to warrant one, so yes, I frequently flip the collar up especially if it's windy or precipitating or both. I actually judge a coat's quality in part by how well the collar stands and maintains its shape.

If it is cold enough for a jacket, I prefer a scarf to an upturned collar.

Up on jackets depending on condition. The only time I wear the collar up on a polo is on the golf course. Keeps the sun off my neck.

I always wear my collar down. When I was in Italy so many people "popped" the collar on their polo shirts I started feeling out of place.

Only with pea and trench coats. Then again, jean jackets are not my personal style and I don't have one.

Up or 'semi-up' (back up, fronts down) on certain coats where I have the option, depending on weather or overall look. The only time a guy's shirt collar should be up is if it's protecting your neck after you ran out of SPF on the back 9 of midday summer golf or at the beach...

I personally like to wear collars up with polo shirts and some jackets. I try not to make it about being douchey but more about liking the style as well as feeling comfortable. More times than not I am wearing the collar up.
