For tailors in DC there is a place Near at the corner of 8th and I streets SE that is excellent. I don't remember the exat name, but you can't possibly miss it. Just got to 8th & I street, there is a dry cleaner on the corner, one door over is a sandwhich shop, and the very next door is his place.

He does most of his work for military and police uniforms, but he does very good civilian work too. Some background, directly across the street is the 8th and I Marine Corps barracks, and this guy holds a decades old ongoing contract with the barracks to do all their tailoring. (This is the official Honor Guard for the Marines, their color guard, Silent Drill Team, etc) So that should give you a clue about the skill and experience level in this guy's place. Unfortunately, that also gives you a clue how busy he is. He's ususally pretty decent on private projects, since the Marines that come turn in uniform as entire units get them in on a schedule with plenty of advance time, but expect longer wait times in the late fall and early winter.

Prices aren't bad. If you get down to that corner and somehow can't figure out which door it is, just stop the first guy you see with a military haircut and ask where "Mr Yi's tailor shop is" (That's not the real name, but its how they all know it.)
